I think that you should be able 'pin' your friends. This can be done through the friends (by clicking on their username, then a 'pin friend' option) menu or a new /f pin [username]
What does this do?
Pinning your friends make them appear at the top of the friends list.
The menu would go: Pinned friends online, pinned friends offline, unpinned friends online, unpinned friends offline.
Pinned friends would have a pin icon next to their username.
