Your account has to be created 3 months ago, so you can apply at the 4th of april, but if you want to have a chance, improve your English.

You don't need to buy a rank. You only need to have 200 messages on the forums, 100 accepted reports and 3 months of activity. You can also read this thread: https://www.cubecraft.net/threads/helper-app-faq.187013/
In this thread, you can read some instructions / suggestions before that you make your application, when Helper applications are opened again.
