I dunno, why you ask?
Ok, so this is what CCG has: Owners, Admins, Mods, Donators, OPs, hackers, members, and some muted ppl. Some members (I mean stones) had recently been bullying donators (E.g: Me) and pro members (E.g: @Spectator__ ) and I feel tired. Also, the msg spams is another problem. So I've been thinking: "Why not mute ppl so they don't bother us like in Clash Of Clans?". So I went with this idea. The idea is that using a command in your screen the speaking and msgs will not reach you, so if for example: A person starts swearing at you with msgs, I type the command and I won't receive the swear. If it tries with the general chat, I won't see it, too, but the others will do. So this is my idea.

I've seen this used on another server I used to play, and though it can be helpful, I also see one major drawback. What happens when that person tries to message you about something else? Once someone is ignored, there's little chance of you ever hearing from them again. This would probably create some possible issues such as not knowing when they want to team, not hearing their apology, or even not having a chance to defend yourself if they claim you're hacking! Although these could prove to be potential problems, I find that this could be useful if something was implemented that occasionally deleted the muted players from your list.

I agree with the potential problems, perhaps the mute should be auto disabled after 24 hours, and you can re-enable it if you feel it's necessary.
