Not true. You never know if they start a sale between now and October.

They will announce a sale when there is sale.
Sales can come from Holidays such as Halloween but also from other special occasions such as game updates.
There will probably be sale between now and summer since a large majority of the players will be on summer break. Meaning that more players will be able to play and a sale might likely encourage more people to buy a rank.
