Could work, however I don't think this would be a good addition to Assassinations. In assassins players are supposed to lose all their stuff when they die in my opinion.
Than OP voting would be against the EULA
No, as those things don't give an advantage ingame, I guess /fly in the lobbies could be considered against the EULA, however it doesn't give an advantage to donators to win games as it's just in the lobby.
The EULA basically says that you can't have any pay2win features, such as this bigger inventory. You are allowed to have things that changes the game for everyone, such as voting.
It gives no advantage as you only have a inventory you can pick at the start at you join the game. It doesn´t give you gear...
It allows donators to store way more items than non donors, which gives an advantage to donators.. So non donors would have to lose their stuff whilst donators could store the good stuff they don't want to lose.
