Vanilla Minecraft does not allow coloured snowballs. This could however be created, by using server resourcepacks in combination with a plugin which supports it.

You dont need to dl a texture pack every 2-3 minutes. You download it once, when you joun the paintball lobby it turns on and stays on untill you leave the paintball lobby or relog. Same goes for lucky islands.

It turns on the texture pack, theres a folder in .minecraft called server-resource-packs where it saves them so you dont need to download them over and over again.

In my opinion it seems like a waste of time just to have a resource pack for one little feature.
