Idk how to this nether quest

I recently unlocked the 3rd island of the nether.
There is a quest ´wither hoard´ where you must gather bones coal´s and wither skeleton skulls. I gathered the coal and bones. But I don´t know how to get the nether skeleton skull. I have killed a lot nether skeleton but they don´t drop it.

Must you do something special or am I just unlucky ?

It seems ur really just unlucky. Though in my experience it seems the higher there lvl the more chance they have of dropping 1 or it looks like it for me because i kill alot more of them since i upgraded the spawners
