There is a NPC on top of the library. Speak to him and he should give you the win effect.

In the labyrinth, (you need elytra) you can find this NPC, he will give you the goblin cage

The hidden loot in Quintenia can be found in a hidden cave. The entrance to that cave is on the south side of the bazaar, just outside the walls, halfway some stone stairs.

If you look close, you can see the entrance on top of the lower stairs.
