Actually, there can be exceptions to the rule. If you are seeking for an exception, please contact @Joe Henry

Exceptions are most likely made in cases where the youtuber speaks a language different to English. (It is harder for non-english speakers to gain subscribers.)

In both of these cases, the youtubers are Turkish.
