YouTube Rank Don't Get banned or Mute? or no?
I have prepared a report about player has a YouTube Rank but the report got Closed so i wanna know if this is a teaming or no, i Think 2vs1 teaming :)

That is very untrue. Youtubers get punishments like every other player. Which if they continue to break rules, they get their youtuber rank removed. In both videos shown, there is not enough solid evidence that the youtuber is teaming, which was why the reports were closed.
