Your not allowed to buy this item

So a few years ago i bought a rank and then upgraded that rank. i played and i decided i wanted to upgrade my rank! but now when i look at upgrade ranks it says *your not allowed to buy this item* i never was banned. but whats weird is that im still able to buy any other item. any one is experiencing this problem? can any one help me with this issue.
