Actually initial base speed is hardware based. However, if the hardware and conditions are identical, then the OS plays a part. But then again you'll have lightweight linux builds that blow osx and windows out of the water.

After scratching my head like a crazy and scrolling trolling trough several threads, i fixed the issue by resetting the windows store cache from here

Guys, with the release of 1.21.80 update on Bedrock, sharpness particles are now officially added to the game! You no longer need a custom texture pack to see them. Simply get a weapon with sharpness (or the relevant enchants for mobs) and hit them. And if you ask, yes it's also on CubeCraft (tested it a few mins ago)
