SkyWars Why is there a shovel in skywars op?

Whenever I grudgingly have to en endure through a game of skywars with the overpowered modifier, I always wonder to myself, why is there a shovel in almost 30% of the chests? You can only obtain dirt by breaking parts of the map, and who would do that anyway?! I have played skywars since I started playing on cube in November of 2021, and I never knew why it was there. The worst thing is, it's one of the most common items! This is really weird and I don't know why it is there. Can you please tell me?

I feel it would be better if you would only have a shovel on that map specifically then.
