Before CubeCraft and TheChunk merged, tower defense had a PVP mode and a PVE mode where the CPU sent mobs for players to attack/kill. PLEASE bring the PVE mode back! PLEASE! It was the best mode!

I think myself that the PVE mode will return. But I think the reason was that they didn't added it in right way is because it was too big or they wanted to wait for a enormous update. With holding a mode behind their hands they had something reliable to update TD with. It's easier than adding new towers xD
They also did this with:
-Blockwars: They updated BW several times with stuff we already had on TheChunk. (Several maps/kits) and Core mode.
