spawners not working

my teammate and i have made a zombie spawner in skyblock, which was working at first, but now it stopped working for some reason. did we do anything wrong that might have broken the spawner? the spawner is as you can see on Y 83, normal hight is 68, so we should be in range. and even when standing next to the box, nothing happens.
we tried with and without torches, with and without water, replacing them... we're completely confused. any idea what might work?
