Skybasing?

I don't quite understand if skybasing is entirely illegal if you are actively taking part in the game, and not going higher that any of the blocks that are part of the map. Surely you aren't forcing a stalemate, and others could still build up if they wanted?

Camping can take the form of skybasing, building a floating base far from the normal play area, surrounding yourself with hazards like lava, or otherwise making yourself inaccessible for no other reason than to create a stalemate. -From the rules.
Basically if they are sitting in a base above the map, below the map, or outside the playing field of the map it is then camping. If it is in the sky and out of the map area, but the same level as the blocks on the map it would still be bannable. If they are sitting in a floating platform in the sky that is equal level to the tallest tree, with lava even or a bow, it would be skybasing. Honestly skybasing is any base in the air, probably the level of the highest block or higher (when in the playable field of the map) that is without a staircase or accessible means of getting to them easily (like a staircase).
