The player had been banned for bug abusing like anyone else for this but magically I check and the ban is removed from their appeals completely, so this must mean if I use 1.13 I get to abuse this bug and buy a bow to shoot people that can't get to where I am

The video evidence does not show how they got up there.
The player could have abused the bug or have used an illegal modification.
Due to us not knowing how the player got up there, we can't punish the player accordingly as bug abusing and cheating has diffrent punishment tracks.

I get where you're coming from, but despite this, we do need solid evidence regardless. Someone can tell me someone else is cheating with an illegal client, but that doesn't mean anything unless there is solid proof. Again the key word is: solid.
