Nether Shops

I am having what I feel is a glitch or bug happen to me. I cant place shops in the nether. I try to and nothing happens. But it gets wierder. After doing it several times I went back to the overworld and as I'm doing stuff on my island i notice some nametags below my island. I go check It out and there's a bunch of shops below my island. And I know they weren't there before. Anyone else experienced this?

The villagers are dimension-locked. They TP to the equivalent coordinate the the Overworld if placed in the Nether.
