Java Making camping /w elytra bannable

Make hiding under the map /w an elytra in lucky islands bannable. If you disallow camping, you should be consequent and disallow this too

I think it is bannable, “- Lucky Islands: Skybases, avoiding a fight for several minutes with elytra, grappling hook, enderpearls, and skybases with shield wands.” (This is in the camping section of rules).
