Usually a VPN costs money, sorry but I don't think he can be asked to monthly pay 15bucks just to lagg less. Also sometimes the vpn doesn't even work for better connection they just show people another place than yours so I don't think a VPN is gonna do anything.

It’s technically not bannable, but it’s not allowed as it can be used to bypass punishments. The connection will be blocked but you won’t be banned and can play once you’re not on a VPN.
