Why is teaming allowed in FFA while is not allowed in every minigame?

One more question.. Is Targetting (almost harassing) allowed?

Targetting as for now, is allowed but we are unsure if they will add a /nick command. Also, FFA is "free for all" which means you are "free." So you can do really anything you like but in other mini-games, it is specifically "Team Egg Wars" or "Solo Skywars" because you have a decided team or you are solo. Solo means all alone with no teammates.

FFA is a constant running game. Eggwars, Survival Games and Skywars aren't; they have an end and a winner.

One more question.. Is Targetting (almost harassing) allowed?

Targeting often includes swearing. As long as it isn't targeted to one person and doesn't include any swear or rude words, it should be fine. Though, things like "Die" or "Get <Insert a bad word here>" is against the rules and is a mutable offense.
