Exactly, they are the Moderators, gentlemenWhen you use /report it will be sent to a moderator if they are currently reviewing reports. When a player logs off, the system automatically closes the report because we won't be able to spectate them if they're offline, so there's no way we would be able to verify the report. This is why collecting evidence and reporting here on the forums is a much more reliable method, since we can review the player's actions even if they are no longer online, and they can still receive an appropriate punishment.
We typically receive a new /report every couple of minutes, so this is also a way to prevent us from getting overwhelmed by reports, only to find out that many of the players are now offline, and makes sure that we can prioritise the players who are still actively breaking the rules at that moment. It's unfortunately true that some people may exploit this as you described, but the best solution is as said to use the forum reporting option to make sure they will definitely get a punishment.
