Is this player using reach?

I am posting this here instead of the reports site because I really can't tell if this is reach or not. The player (Pownedd) appeared to be hitting me from at least 4 blocks away. The max reach normally is 3. Here is a link to the video, pay close attention to the 15-16 second mark:
