Inappropriate skin/name ban system

I feel like there is a bug with the punishment of inappropropriate names/skins.

If I'm right the system after a punishment works as following: The name gets blocked by the system meaning nobody with that name could ever join the server again. After that the person gets kicked so he also can't join the server again.
However, me and my friends have had the issue multiple times that the report had been handled but the person is still ingame 10 minutes later. I currently have this issue again, my report has been handled about 10 minutes ago and the rulebreaker is still in my game making kills.

Could it be that the system is bugging which causes the players to not get kicked so they can keep on playing until they leave the server, or does it maybe take a few minutes for the player to get kicked? And are you already aware of this issue?

I already handled that with the moderator who punished him. It has happened multiple times already so I think it's a bug with the system, not an incident.

or like you said ( its bug )
