From 0:20 it is clear to see that the player KurodaVK used a hack-client, reason: Teleporting :)

What you need to do is an @ then the first few letters of the mod or person you want to tag. Then you should have a list that you could click on an that will tag the person. Don't tag members for reports as we can't even look at the report.
