Last i did my Staff Application and my application was Unsuccesful, The staff said: Wait 3 weeks to reapply for your Application, but can i reapply when i made the application or when the staff said i am abled to reapply

When it's been 3 weeks after your feedback, then if you feel ready, apply.

3 Weeks isn't just for fun. It means that you can prepare on your next Application.
So what you need to do is prepare, and work on the Advice the staff gave you on your Denied application.
When you have done that, those 3 weeks would be almost gone, if not, you will keep working on it. Actually, I would wait longer than 3 weeks, because I want to know if I'm really ready. after you have done all that preparation, you can reapply. Hopefully this information is a bit helpful.
