How to stop someone from dis obeying rules

this is what I do. "hacking is bannable and you are reported" then he will say " if you even know how to report" then I report. 2 hours later, he puts a rage comment on my report video.

You:

"the sky is blue"

The hacker:
"OMG LIKE U KNOW WHAT ITS LIKE LOL SGJHDFKGEG"

*proves the facts*

The hacker:
"lol nub"

Yes they will sometimes look at the YouTuber "PeteZaHutt" he has encountered alot of haxers and they tend to stop. And that what I said, still report them even if they say I will stop read closer :p

PeteZaHutt is not spelled that way... it's PeteZahHutt.
