If you put a "!" before your message, it will sent your message in global chat instead of team. So you can chat with the whole game.

If your in a party with party chat enabled you can do double !! to chat in global. Single ! to talk in team chat.

Do you mean Java?

The chat system it's automatically set to the team chat. But you can also speak in the global chat using this format: "!Message". If you're in party, you'll have to do /pc (to disable first the chat) and then do "!" + Your message.
