/report perms are limited to ranked players, purely because the amount of /reports being submitted is enormous and we couldn't keep up with them when stone rankers had /report perms as well.

I know this is targeted towards staff, which Keanu has already responded to. However, you can actually still report players, you just have to go through, https://reports.cubecraft.net methods. If you are playing against hackers, just record a clip which is 10 seconds or so, upload and wait.
