My friend is a youtuber, he has 31'000 subscribers he want the YouTuber rank, 95% of his videos is in CubeCraft Games he's a good guy and his videos are awesome okay let's say it; he don't want to apply because the minimum is 40'000 mind you giving him an exception? If they give him the YT rank, then someone with 30,000 subs will say "oh no I'm really close can you give me a rank" and so on.

staffs are really busy, sometimes regular members can help. staff didn't get staff magically, they got it by helping people when they were the regular member.

CubeCraft can't make any exception, because if one person wants it, everyone wants it.

I agree, and this is exactly what happens.
Cubecraft can't make an exception for someone, this would be unfair for other people who have 30.000 subscribers and they didn't get accepted to have YT Rank.

These guys are right. It may take time, but your friend is already very close. This is what CCGN staff will say too.
