Disregarding the biggest perk of a rank and then saying it's the same as all of the other ranks isn't a very fair comparisson.
I wouldn't mind seeing more perks, but fly is a perk that's already exclusive to Emerald and above. Heck, it's one of the only reasons you'd buy Emerald instead of Diamond.
For now though, Diamond has a pretty well-rounded set of perks.
