5 cubelets = 1 normal easter cubelet (guaranteed common(+) easter item)
15 cubelets = 1 super easter cubelet (guaranteed uncommon(+) easter item)
25 cubelets = 1 lucky super easter cubelet (guaranteed uncommon(+) and 50% change on rare(+) easter item)

As you cannot get duplicates in the Easter cubelets, I don't see a need for different levels of them. As for the first one (3:1) I think it's quite reasonable.
