Uh, afaik (as far as I know) you can. Ask a moderator.

Are you talking about a tournament with just your friends or something really big with prices and stuff?

I was thinking about a competition for people with a low level and not that many wins, I would give the winner a iron rank or if he already has a rank some cubelets ore something like that

Would be allowed as long as there is no unwanted teaming, meaning that everyone in the game has to agree with the tournament. You will have to organize this yourself by the way

Create one big party, or multiple smaller parties
