Colony Control Mining Question

The Miner's Guilds seem to work very intermittently in the last few games I've played. I'll have thee guilds in separate locations right next to different mines, all of them leveled up to 3 or max, and the incoming rate of gold is just a slow crawl. Sometimes I'll see miner's get stuck against the outer wall for the outlaying mines if the guild isn't placed in a sweet spot, but has anyone else experienced a very decreased return on mining in the past few days? Other times I'll see the miner's go to the guild, get hearts from a deposit, but my gold amount won't show any increase. Oddly enough other teams will be ramping up to nearly 20 buildings, so it doesn't seem universal in the game?
