I've just been on, I didn't spot a single chest and nobody has armour or anything and the shops aren't full of people.
I don't think that chests are spawning properly.

Sometimes they are glitched it seems. I found a really good spawn, which has 4 consistent chest spawns with good loot (best was 6 plats!!)
