I can't open the screenshot but try placing the spawner somewhere else. If that doesn't work try boxing one in and walk at least 20 blocks away and shoot it from there. If that doesn't work its most likely bugged at the moment which probably came with the 1.12 update since i have seen other people have problems with skyblock bugs. You can submit a bug report by going here: https://cbecrft.net/bedrockbugs for bedrock and https://reports.cubecraft.net/bug_report/ for java.
