barrels, chests, and waterlogging issues

I can't craft barrels in skyblock and I also can't waterlog things and put chests next to each other. Are these intended features or bugs?

Barrels and waterlogging are too new features which we won’t be able to add, since we support 1.9 and higher. And the chests issue is intended
