Most games on cubecraft are created with custom (java) plugins. However, I think most of them are possible to remake with command blocks (trust me, you can make anything with command blocks).
Most of the minigames made on Cubecraft are custom coded. If you want the codes are called plugins. Command blocks sometimes for some reason don't work on a spigot/Bukkit server.
