It says that targeted chat offenses requires no warnings. So are they saying one's username and and adding insulting messages, just like harassment?

Please warn the player and report them if they continue after your warning just to be sure. If they don't continue but you feel like it was targeting than please make a report and a staff member will judge the situation :)
