As long as the user wasn't spamming this, I don't see why this wouldn't be allowed. The user is just promoting the giveaway, as well as the server's home twitter page. If you see players promoting fake websites however that are designed to steal login details, make sure to report them right away.
Congrats to everybody who won a rank by the way, it was all very exciting :)
