As long as the user wasn't spamming this, I don't see why this wouldn't be allowed. The user is just promoting the giveaway, as well as the server's home twitter page. If you see players promoting fake websites however that are designed to steal login details, make sure to report them right away.

NEWS: Summer event got released today (amazing shadow drop btw, since it didn't get in testing). There's also brand new maps which was not mentioned at all in the Notion post, which was a nice surprise. However, 5 weeks of summer is starting later (July 17 to most likely August 14).
