Welp this one is going to be controversial. I'm going to say no because you describe something as wet when it covered in water. You can't cover water with water.

Things where u add water are wet, but water isnt wet itself

I disagree. I think anything that it itself a liquid or touching a liquid is wet. Water can only be dry if it is a solid, like snow, or a gas, like steam.
