Add "Rules" to the most important links

Add "rules" to this menu. When you want to look at the rules, you have to go to the forums AND select rules. Rules are too important to be distinguished as a "Second Category".

eh, if you are on the forums its literally the 3rd item down, also as previously stated there is a link at the bottom of the page. Also the dropdown menu is only for mobile or unless your browser is just really, really tiny, so I do not see a need to add it.
