I've had a look, and reduced the cool down to 45s on a trial basis so we can see how it goes. I moderate another forum on this software and the cooldown there was set to 30s which is (imo) too short to be effective. The cooldown on posting new messages is there purely to combat spam, the volume of which shouldn't be underestimated, it's a balance between a significant amount of moderation time vs a mild inconvenience for a small number of users on rare occasions :)
