HI, Im a really old username of this server i bought a rank (lapizlazuli rank) i want to make a chargeback because the server is down, a lot of hackers etc... can i make a chargeback of the rank?

When you purchased your rank, you already agreeded to the terms and conditions.
Includes no refunds, I'm afraid.

As said above you cannot have a refund however if that isn't what you wanted and you just don't want any rank anymore while not being refunded than yes you can have your rank removed @ISTY. had done it (or so I'm told)
