'Cause they usually expect them to be scared. Most of the time it does absolutely nothing though.

Doing this is a lot more fun on the pokemon arena map, as they can hit you onto one of the 2 block ledges so you can camp inside of the poke mart thing.
Since camping is usually against the rules, they'd need to warn you before they're able to report you. We all know hackers don't report, sooo...
(Notice: you MUST be sure that said person is hacking, or else you can end up being reported)
