If someone offers than it generally makes sense but just to ask anyone isn't the best option

I wouldn't recommend they just look through the artwork section, something tells me that means the creator of the background will have some real problems if they find someone stealing their design without asking

No need for anyone to make you a background, just visit novaskins wallpapers, you can make wallpapers with minecraft characters and stuff.
