That sentence basically has this structure: Is it okay to break a rule to kill rule breakers?

Teaming in solo games is not allowed, it's a rule that you can find here, everyone has to follow these rules, no matter in which situation you're in.
If you encounter a hacker or cross teamers try to make sure you record them and report them here, video evidence is required.
