So, I noticed that when I was doing the Level 18 Leather Generator quest, the quest bar wasn't going up when I began to upgrade the spawner. Will I still complete the quest once I upgrade it to 18 even if the percentage is staying at 0%? Because if not, I don't want to waste my time and coins.

You will still complete the quest but the clear condition for it is reach lvl 18 so why should the percentage go up with the cow lvl
It will automatically complete the quest once the spawner reaches level 18.
Additional tip - Do NOT do this quest early game. There are much better uses of your time and efforts early game. This quest eats up a large amount of time and resources for modest reward.
