I have one question, why do we as permanent rank owners need a subscription to host private games?

Simple answer is that it was never part of the original rank, or the rank description so you never paid to get private games with the original rank that you bought. Private Games are part of the new subscription ranks and descriptions. Its an addon, but it comes at a price.
