How many times have you had this issue when trying to friend someone?

I have, a lot.

Just store these requests in their pending requests list. If they try to accept, they get an error asking to remove someone since their list is full.

True, I absolutely hate when this happens, it’s super handy for stone ranks, because of their 10 friend limit

This thread is rather old, but the suggestion is obviously still relevant. I do see this as being useful, it's something which could be of benefit to people. I do like the suggestion, it's something that I have also experienced multiple times in the past when attempting to add someone. I'll escalate this suggestion.
